The eyes are absolutely great, but I don't think that the black lipstick really works. But hey, it looks cool on you, and if you like it, I think you can really pull it off.

Ditch the cheesy black lipstick and try a different color eyeliner.
I really like it. Just for the black lipstick, try making it look darker and it looks very costumy when its matte. try putting a thin layer of gloss over it.

The eye color certainly does not complement everything else. It makes you look washed out and dull. You should've lined the insides of your eyes with black liquid liner to better bring out your eye color and to provide an interesting contrast. Also creating a gradient with a darker blue around your eyes that blends into that pale blue would look much more attractive. I personally don't see a problem with black lipstick however I don't believe you have the lips to pull it off.
Laslty your hair is too fair and dull to properly frame the makeup in a good way which is probably why it looks awkward.

Nah, ah. Not working. Only certain people can pull off eye shadow, maybe if you tried blending it with a darker blue or something, you know for an effect. As for the black lipstick?

It doesnt work for anyone (except for for Halloween or in movies or an artist image)... Regardless of what anybody says, black lipstick is no no. And if you really want to wear it that bad, at least know how to wear it, a little bit of lipliner, make it look neater, and apply some gloss over it.
hey if thats what she feels comfortable in and she has confidence in herself when she looks like that, then i think its fantastic.

=D The ice blue eyeshadow really sets off your ice blue eyes. The black lipstick really works too. And I doubt she's going for the "I'M UNIQUE LOOK AT ME LAWLS" look. I think she wanted to experiment, and there's nothing wrong with that. As for the lips, they're not thin, it's just the angle the picture was taken at. My lips are full do and it does the exact same thing.
